Southbridge Joint Subcommittee Approves Appointments, Grant, and Transfers for Council Review

Southbridge Joint Education Human Services Subcommittee advanced a full slate of appointments, a grant, and budget transfers to the Town Council at its June 25 meeting. The subcommittee unanimously recommended reappointment of Virginia Rappel and Luis Majewski to the Council on Aging and the new appointment of Dr. Travis Gagan — who holds a doctorate in public health — to the Board of Health, all for three-year terms beginning July 1, 2026; Gagan's appointment is pending state ethics training certification.

The body also accepted a $9,000 Summer 2026 After School and Out of School Time grant from the United Way, which required a last-minute restructuring as a joint Recreation Department and Cops and Kids police program after the United Way changed its hour requirements. Four end-of-year budget transfers totaling $1,129 were approved to cover items including Spectrum internet bills and $216 in toner cartridges for the Health Department's color printer. The subcommittee additionally approved a special revenue Community Gardens Fund under MGL Chapter 44, Section 53, a summer pool usage agreement with the Tri-Community YMCA, two senior-center yoga contracts totaling $3,750 for fiscal year 2027, and a pest control contract with Dave's Pest Control for the Community Center.
