Conservation · Meeting of July 23, 2026

Southbridge Conservation Commission weighs partial bond release, wades into a years-old wetlands dispute. Commissioners discussed releasing a performance bond and certificate of compliance covering only the portion of a parcel their original order of conditions actually governed, after confirming the order applied to "his portion only." A separate, lengthy discussion concerned two properties referred to only as Ted's and Carter's, where a proposed silt fence meant to stay on Ted's land might need to cross onto Carter's to be effective. Members debated whether a five-year statute of limitations blocks enforcement, concluding fines and penalties may be time-barred but that "injunctive relief, compliance orders and equitable relief are not necessarily barred." The commission planned to route its case timeline to the town attorney, referred to as Andrew, before any contact with opposing counsel.

Audio quality was poor throughout and no agenda, packet, minutes or roster accompanied the recording, limiting what could be confirmed. No formal votes were recorded during the discussion.
