Panel finds charter conflicts in council rules
Southbridge's rules review panel flagged multiple conflicts between Town Council rules and the home rule charter.
Ad Hoc Town Council Regulations Review Committee · Meeting of September 15, 2026
Southbridge's rules review panel flagged multiple conflicts between Town Council rules and the home rule charter. The Ad Hoc Town Council Regulations Review Committee, with Counselor Daniels and Counselor Gragio present, spent its September 15 meeting checking rules on quorum size, subcommittee appointments, agenda-setting and town manager assignments against the 2025 charter revision. Members agreed Rule 2B's quorum language and Rule 4's subcommittee-appointment language should be rewritten to match Charter Sections 253 and 244, and deferred questions on Rules 8A and 21 pending further research.
A public commenter, addressed as Mr. Smith, argued Rule 3 wrongly assigns minute-taking to the "clerk of the town council" instead of the reporting secretary and said the council had "violated its own rule number one" by skipping its required annual rules review. The committee took no formal votes and set January 25 as its target date for presenting recommendations to the full council.
